How a National Regulatory Body Digitized 600,000+ Pages in Under 90 Days

This national regulatory body had accumulated decades of paper records — nursing licence applications, renewal filings, disciplinary records, continuing education documentation, and correspondence going back to the organization's founding. The physical archive had grown to more than 600,000 pages stored across multiple filing systems in different formats and states of organization. Critical records were difficult to locate and often required multiple staff hours to retrieve. Ageing documents were beginning to deteriorate. With growing regulatory requirements and an increasing volume of annual licence renewals, the organization faced a decision: continue managing a paper archive that was becoming increasingly unmanageable, or commit to a full digitization and transition to a searchable digital system. The additional challenge: the archive contained sensitive professional and personal information for thousands of registered nurses across The Bahamas. Any scanning or digitization process had to meet strict confidentiality requirements and ensure data remained within Bahamian jurisdiction.

Docu Island conducted a detailed archive volume assessment, mapping the full scope of records across all storage locations. Based on this assessment, we developed a phased project plan designed to minimize disruption to the organization's ongoing operations while completing the full archive in an aggressive but achievable timeline. The project involved: **Document preparation** — a dedicated team sorted, declipped, unfolded, and prepared documents for scanning, flagging damaged or fragile pages for special handling. **High-resolution scanning** — all documents were scanned at 300 DPI minimum, with sensitive or degraded records scanned at 600 DPI. Documents were then indexed by type, registrant name, licence number, and date — matching the organization's existing filing conventions. **Docu Island DMS integration** — all digitized records were uploaded to the organization's Docu Island account, with role-based access controls ensuring that only authorized staff could access specific record categories. **Bahamian data residency** — all data remained on Bahamian servers throughout the project and after completion. No documents were transmitted offshore at any point.

The project was completed in 83 days — under the 90-day target — and delivered: **600,000+ pages digitized** across the full archive, with 100% of records accounted for. **Retrieval time reduced from 45+ minutes to under 30 seconds.** Staff who previously spent significant portions of their day locating physical files can now retrieve any record instantly through the DMS search interface. **Zero document loss.** Every page that entered the scanning process was accounted for and returned or securely stored. **Full compliance maintained.** All data remained within Bahamian jurisdiction throughout the project.
